Revised Rezoning Application - 105 Keefer Street and 544 Columbia Street

The City of Vancouver has received a revised application to rezone 105 Keefer Street and 544 Columbia Street from HA-1A (Chinatown Historic Area) District to CD-1 (Comprehensive Development) District.

This revised application was submitted on April 15, 2016, in response to feedback received through public consultation and advisory review groups. The revised proposal is for a 13-storey mixed-use building that includes:

  • commercial uses on the first floor, including a seniors' cultural space;
  • 25 senior social housing units on the second floor;
  • 119 market residential units from levels 3 to 13, 68% of which are two- or three-bedroom units;
  • a floor space ratio (FSR) of 7.06 and a floor area of approximately 12,027m2 (129,465 sq.ft.); and
  • 81 underground vehicle parking spaces and 228 bicycle parking spaces.

The application is being considered under the Rezoning Policy for Chinatown South (HA-1A)

Key changes from the last submission include:

  • Reduction of FSR from 7.18 to 7.06.
  • Reduction in market unit count from 127 to 119.
  • Addition of a seniors’ cultural space on Level 1, which would be secured under legal covenant at below market rate.
  • Addition of south-facing seniors’ amenity space on Level 2.
  • Addition of communal outdoor amenity space at Level 9.
  • Reduction of upper floor massing and scale of streetwall on the western portion, increasing setback from Dr. Sun Yat Sen Garden.
  • Refinements to building design and simplification of massing, including elimination of the finer-grained sawtooth profile streetwall along Keefer Street for a simpler upper-storey massing.
  • Provision of 25 seniors social housing units on Level 2 (no change from last submission) with improved private outdoor spaces for some units, and enhanced community amenity space.
  • Increased setbacks at the southwest corner at Level 1 for improved pedestrian movement in and around Chinatown Memorial Plaza and Dr. Sun Yat Sen Garden.

A third community open house took place from 5 to 8 pm on Monday, May 16, 2016 at the Chinese Cultural Centre Auditorium (50 East Pender Street) with the applicant team and City staff available to answer questions.

While comments will be accepted up to the Public Hearing date, you are encouraged to provide your comments by June 27, 2016 to allow staff to consider if any changes need to be made to the proposal and to represent your comments in the report to Council.

  • 137 market residential units, 63% of which are two- or three-bedroom units;
  • a floor space ratio (FSR) of 7.30 and a total floor area of approximately 12,392 m2 (133,393 sq.ft.); and
  • 130 underground vehicle parking spaces, and 175 bicycle parking spaces.
