Therefore according to Canadian copyright law 1, it falls under Works Prepared in the Course of Employment, and copyright lasts until the end of the year of the author's death, plus fifty years.
According to a B.C. Vital Statistics database search (attached), Richard W. Holland died July 12, 1956. The work therefore became public domain in Canada midnight December 31, 2006.
While copyright might also have separately applied to the photographs taken to produce the catalogue, all were taken before 1949 and are now public domain.
